Here is an example of highjacked machines that, are used to SPAM, the owners of the machines are totally clueless, or they are getting paid. Its easy to tell that they are hi-jacked machines.

You can count on getting junkmail from these sources, if you dont, then you are not connected to the internet. oops they are in the firewalls, where they belong. The users and administrators of these networks are clueless to the point of inexperience.
The only way, I suppose, for networks to take note of the abuses, coming from their networks, is total BLOCKING of their IP ranges and hopefully, they may consider fixing the problem of the IP's under their control.
