Negligence :
It appears that the most common annoyance to the average user on the internet, is Viruses and Spam ( unsolicited email ) Well who is responsible, or who should take resposibilty. Lets dissect the problem and then you can see, who is responsible.
Source of Problem : Viruses start with programmers / virus writers that like to point out the shortfalls and insecurities in software that is sold to the public at large.
Solution : Do not buy or install software that does not offer you protection or recourse. i.e Dont allow your rights to be denied with Shrinkwrapped licence agreements, that allow substandard software to be sold and offers no recourse after you have paid for it.Infected machines : This is quite common, that the average user, has many shortfalls pertaing to the ability to SEE and recognise problems on Their PC's. However with many, its more ignorance and "I dont give a F..k" attitude to the risks and inconvenience.
Solution : More patience and "EFFORT" is required by end users to recognice anomolies on their PC's. Installing Anti-virus software and rudimentery Firewalls should be a minimum that is required by any PC, that is connected to any Network or Internet connection. This can be forced by Access providers as part of their Terms and Conditions of permitting Access. This will help eleviate many, but not all problems.Access Providers : This is the group, that has the ability and responsibility to ensure that the services they offer, are not exploited and abused. This is the cost of doing business . So it seems that the Access provider has the ability to limited the disemination of viruses and junkmail by applying a few simple rules, as apposed to being irresposible in their approach to the internet and to their clients.
Solution : Providers need to re-write their terms and conditions and need to actually apply them. Institute Ingress and Egress filtering.My opinion : Do not use a provider that offers substandard security, as they are putting your life in danger of being abused, inconvenienced and exploited. It is easy to determine which providers are blatently negligent, ignorant and abusive by looking at the Blacklists and Blocklists on the internet.
Many providers are aware of the the risks, that they permit, however they attempt to shirk their responsibility.
